Sejarah Program Studi Pendidikan Luar Biasa FIP-UM
Implementasi program wajib belajar bagi anak usia 7-12 tahun termasuk anak berkebutuhan khusus, maka dibutuhkan tenaga pendidikan khusus bagi anak-anak penyandang hambatan fisik dan/atau mental. Berkaitan dengan hal tersebut, IKIP Malang (sekarang UM) merasa terpanggil untuk menyediakan tenaga pendidik yang profesional di bidang anak-anak berkebutuhan khusus. Untuk itu, pada tahun 1984/1985 IKIP Malang mulai menerima tenaga fungsional dosen berkualifikasi Pendidikan Luar Biasa. Mengingat pada saat itu belum terdapat jurusan/prodi PLB, dosen-dosen tersebut diperbantukan pada jurusan Kurikulum & Teknologi Pendidikan serta diberi wewenang untuk membuka program minor PLB bagi mahasiswa di lingkungan Fakultas Ilmu Pendidikan IKIP Malang.
Seiring dengan meningkatnya kesadaran masyarakat terhadap layanan pendidikan anak berkelainan atau berkebutuhan khusus, yang ditandai dengan banyaknya pendirian lembaga pendidikan formal maupun non formal untuk memberikan layanan kepada anak berkebutuhan khusus, berdampak pada konsekuensi kebutuhan SDM profesional di bidang Pendidikan Luar Biasa juga kian meningkat. Atas dasar itulah, Fakultas Ilmu Pendidikan Universitas Negeri Malang sebagai institusi pendidikan tinggi yang memiliki wewenang untuk menyediakan tenaga pendidik dan tenaga kependidikan profesional sebagaimana yang dipersyaratkan dalam Undang-undang Guru dan Dosen, serta peraturan Badan Standar Nasional Profesi, maka mulai tahun akademik 2010/2011 dibuka Program Studi S1 Pendidikan Luar Biasa, serta menugaskan Prof. Dr. Mohammad Efendi M.Pd, M.Kes sebagai Koordinator Program Studi Pendidikan Luar Biasa yang pertama, sebagai bentuk apresiasi atas upayanya mengembangkan Program Studi ini.
Mempertimbangkan arah gerak pengembangan kapasitas kelembagaan ke depan, berdasarkan Surat Keputusan Rektor No. 881/UN32/DT/2014 tanggal 14 Agustus 2014 tentang Peningkatan Status Program Studi Pendidikan Luar Biasa, yang semula dibawah Koordinasi Jurusan Kependidikan Sekolah Dasar dan Prasekolah (KSDP) ditingkatkan menjadi Jurusan Pendidikan Luar Biasa yang mandiri.

Sejak tahun tahun akademik 2017, Jurusan Pendidikan Luar Biasa FIP UM membuka program studi S-2 Pendidikan Khusus dengan ketua program studinya Dr. Asep Sunandar MAP.
The implementation of the compulsory education program for children 7-12 years old, including children with special needs, require special education personnel for children with physical and/or mental disabilities. In this regard, IKIP Malang (now UM) felt compelled to provide professional educators in the field of children with special needs. For this reason, in 1984/1985, IKIP Malang began to accept functional lecturers with Special Education qualifications. Considering that there were no special education majors/study programs at that time, these lecturers were seconded to the Department of Education Curriculum & Technology and they were given the authority to open Special Education minor programs for students within the Faculty of Education, IKIP Malang.
Along with the increasing of public awareness towards educational services for children with disabilities or special needs, which is marked by many establishments of formal and non-formal educational institutions to provide services to children with special needs, the consequences of the need for professional human resources in the field of Special Education are also going up. From this foundation, the Faculty of Education, Universitas Negeri Malang as a higher education institution that has the authority to provide educators and professional education personnel as required in the Law on Teachers and Lecturers, as well as the regulations of the National Professional Standards Agency, starts at the academic year of 2010/2011 opened the Special Education Study Program (S1), and assigned Prof. Dr. Mohammad Efendi M.Pd, M.Kes as the first Coordinator of the Special Education Study Program, as a form of appreciation for his efforts to develop this Study Program.
Considering the future direction of institutional capacity development, based on the Rector’s Decree No. 881/UN32/DT/2014 dated August 14, 2014 regarding the Improvement of the Status of the Special Education Study Program, which was originally under the coordination of the Department of Elementary and Preschool Education (KSDP) and was upgraded to an independent Special Education Department.
